Sheffield Wednesday Confronts Major Issues, Declares Football Regulator

'We will play a key role in football's future' - independent football regulator David Kogan

The Championship club's persistent issues constitute a "serious issue" and the football regulator is aiming to acquire authority to examine team situations in comparable cases, the newly appointed chairman David Kogan has announced.

In a wide-ranging interview, Kogan, who was appointed on Monday, expressed "sympathy" towards the club's followers.

Kogan met with four fan organizations connected to the South Yorkshire club in recent days.

The Championship side have been struggling on and off the field in 2025, with the club missing wage payments on several different times, including in the autumn.

"Evidently Wednesday represents a significant problem for EFL and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the historic institutions for the English game and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases submitted for our review if they require examination and dealt with."

Economic Challenges and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in spring months led to sanctions by the English Football League (EFL) in mid-year, blocking the team from conducting any transfers or loans for the following recruitment periods, although that restriction was lifted in August.

Official's Viewpoint

Kogan said: "The position was created for the supporters of Wednesday, teams facing challenges where people are committed to a community organization that has represented their community in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

Inquired if the regulator could force an proprietor to divest a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"In actuality, when you review the record of the sport, over the recent generations there have been particular chairmen, few in number, but some who have been irresponsible in the way which they've been managing their organizations and finally refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to lay out the remit of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the football community fails, the significant advances achieved necessary will vanish swiftly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Considerable investment entering the sport and has come into football for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but the chairman responded: "I completely endorse the success and growth as an commercial operation of the Premier League.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of England. But at the same time, if you engage with division representatives after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a high level of reassurance."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the political party in recent years.

The 68-year-old provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any type of partisan engagement."
